Preface
「石油依存経済からの脱却と産業基盤整備(Transition from Oil Dependence to Industrialization)」については、当初の予定では各々の分野毎にこの目的の為の施策があるように考えていました。しかし、内戦中のイエメンを除き、サウジ構想2030(Saudi Vison 2030)、UAE構想(UAE Vision 2021)、オマーン構想2040(Oman Vision 2040)、カタール国家構想2030(Qatar National Vision 2030)、クウェイト構想2035 (Kuwait Vison 2035)、バハレイン構想2030(Bahrain Vision 2030)と各国毎に長期国家計画で有ることが分かりました。
Regarding “Transition from Oil Dependence to Industrialization,” I had originally planned for each sector to have its own policies for this purpose. However, except Yemen, which is currently in midst of a civil war, I learned that each country has its own long-term national plan, such as Saudi Vision 2030, UAE Vision 2021, Oman Vision 2040, Qatar National Vision 2030, Kuwait Vision 2035, and Bahrain Vision 2030.
国家構想は、もともと石油依存経済からの脱却をいち早く実現して居たドバイの首長(Amir)アラブ首長国連邦(UAE)首相のシェイク(Sheikh) (شيخ) モハメッド・ビン・ラシッド・アル・マクトゥーム(Mohammed bin Rashid Al Maktoum) (r. 2006~) (محمد بن راشد آل مكتوم)が2021年のUAE建国50周年には、世界最高の国の一つにすることを目指す長期計画UAE 構想2021(UAE Vision 2021)をUAE閣議で提案したことが発端だと思えます。
Sheikh Mohammed bin Rashid Al Maktoum (r. 2006~) (محمد بن راشد آل مكتوم), Amir of Dubai, who was firstly to realize a breakaway from an oil-dependent economy. He was also Prime Minister of United Arab Emirates (UAE). It seems that National Vision’s origine was when he proposed UAE Vision 2021, a long-term plan aimed at making UAE one of the best countries in world in 2021, which is 50th anniversary of Founding of United Arab Emirates (UAE), at a UAE cabinet meeting in in 2010.
「50章 石油依存経済からの脱却(50 Transition from Oil Dependence)」と「51 原油・ガス産業（石油・天然ガス）(51 Crude oil and gas industry (oil and natural gas) )」を取りまとめたところで一区切りの様に思えますので52章から58 章までと切り離して、先にホームページに掲載する事にさせて頂きました。第52章と第53章は編集に少し時間がかかりましたが、すでに完成して公開しています。その後、第54章はさらに時間がかかり、6ヶ月掛かってようやくこのホームページに掲載できました。
Since it seems like a milestone to have summarized “Chapter 50 Transition from Oil Dependence” and “51 Crude oil and gas industry (oil and natural gas)”, I decided to separate Chapters 52 to 58 and to post Chapter 50 and 51 on my website previously. Chapters 52 and 53 took a bit more time to compile, but they have already been completed and posted as well. Since then, Chapter 54 was further more time-consuming, and it was finally able to posted on this homepage after six months.
